Introduction
This role manages the Zone Donor Business Unit or Units to ensure that blood is procured as per agreed targets for the Zone, by providing logistical support in terms of staffing, managing of budgets and maintaining all quality standards. In addition, ensures optimal structuring of the operations in the zone and the alignment of all donor marketing activities to ensure optimal blood and blood procurement products.
Job description

KPA 1
Strategic Planning And Objective Setting Through Establishing, Developing And Managing The Business Plan For The Zone
1.1       Collaborate with Senior Manager: Donor Services and zone management to develop long term strategic plans for the division.
1.2       Participate in business planning sessions and motivate acceptance of the business plan for the area being managed.
1.3       Communicate the plan to stakeholders and negotiate and implement individual service level agreements for the zones.
1.4       Engage with internal and external stakeholders to develop a preliminary business plan together with Senior Manager, Donor Services. This will entail establishing collection targets per zone.
1.5       Identify risks on an enterprise and divisional level and develop plans to mitigate and reduce risk.
1.6       Assist the Senior Manager: Donor Services with the development of national initiatives for the division and develop project plans for implementing agreed decisions.
1.7       Facilitate the development of the budget.
1.8       Review and where necessary motivate for amendments to the work organisation structure/manpower plans to ensure availability of staff to achieve the agreed strategic and operational goals.
1.9       Conduct feasibility studies, monitor revenue and operation trends and make recommendations for continuous business improvements and sustainability.
1.10    Represent SANBS at stakeholder meetings.
1.11    Internal and external relationship building and networking.
1.12    On an annual basis, as part of business planning, identify collection sites that are performing below par as well as potential sites. Motivate for changing operational needs.
1.13    Site and donor clinics visits to talk to staff in general terms on SANBS vision and strategies.
KPA 2
Manages The Operational Objectives For The Donor Services Division In The Zone, In Order To Procure Sufficient Blood And Blood Products
2.1       Manage the implementation of policies, procedures and standards pertaining to the department by undertaking root cause analysis and trends and takes necessary action.
2.2       Manage staff activities to ensure that all targets on the Zone Score card are met, evaluate variances and develop strategies to improve the shortfalls or to take advantage of opportunities and maintain procurement levels.
2.3       Collate and deliver regular reports as required by obtaining the relevant information from business units in the zone.
2.4       Holds monthly Zone Meetings in order to evaluate performance of Business Unit and to provide feedback from divisional meetings.
2.5       Manage all the activities of the different business units in the zone and determine the strategic focus and future of the Business Unit and adjust action plans for that Business Unit every 6 months.
2.6       Monitors that staffing levels are maintained as per approved manpower plan or motivate for additional staff supported by a detailed business case.
2.7       Manage actual performance vs. targets on an ongoing basis to ensure that sufficient blood is collected to meet demand and initiate action when shortages are anticipated.
2.8       Manage the implementation of all national and Zone marketing campaigns as agreed to in the business plan.
2.9       Manage the Donor Marketing Zone Activity Plan for specialised blood products according to agreed targets.
KPA 3
Manages Financial Objectives Of The Donor Services Division In The Zone To Ensure The Procurement Of Blood And Blood Products In A Cost Effective Manner
3.1       Manage the zone budget.
3.2       Prepare department cost centre report monthly with explanation of variances and corrective action taken.
3.3       Manage and approve expenditure as per defined limits.
3.4       Do formal presentation of the financial data at relevant meetings.
3.5       Provide managerial staff with relevant information pertaining to the finances of the area being managed.
3.6       Take timeous and appropriate action where sustainability could be compromised.
KPA 4
Manages Quality Standards To Ensure That Safe Blood Is Procured
4.1       Ensure that systems are in place for adherence to the quality standards.
4.2       Uphold SANAS Accreditation standards by ensuring that all business units pass internal audits without any major non-conformances.
4.3       Monitor that all zone business units pass internal audits by reviewing monthly site visits from Collections Managers and any non-conformances raised by other departments.
4.4       Evaluate and validate SOPs, QC programs and standards of practice and develop action plans to correct major deficiencies, errors and deviations.
4.5       Monitor that SAP Notifications are closed off timeously.

KPA 5
People Management To Achieve Operational Objectives
5.1.      Conduct performance management and monitor performance on ongoing basis through mentoring, coaching, and reviews and take appropriate steps to correct problems.
5.2.      Track and encourage individual development by identifying learning and development needs & facilitate attendance of relevant programmes.
5.3.      Deal with grievances, conflict and disciplinary issues and take appropriate actions in accordance with SANBS Policy.
5.4.      Ensure regular two-way communication with staff matters such as strategy, values, team building, SOPs, policy changes, etc. to ensure understanding.
5.5.      Monitor and track staff time-keeping, absenteeism trends, overtime worked and leave to ensure adherence to HR policy for cost-effective running of the department.
5.6.      Recruitment and selection of suitable candidates according to manpower plan, recruitment and selection procedures and EE targets.
5.7.      Attend meetings and training sessions as required, to remain informed of current field-related developments, to promote knowledge sharing.
5.8.      Conduct scheduled meetings with direct reports.

KPA 6
Project Management (Initiate, Perform, Manage and Report On Projects)
6.1       Identify, initiate and participate in specific projects with internal and external stakeholders on a national and international level (e.g. designing a transport and tracking system).
6.2       Develop project plans and gain approval.
6.3       Ensure that adequate resources are allocated to the project team within budget.
6.4       Manage allocated projects to ensure that agreed deadlines and completion of projects are met (which include the execution, monitoring and controlling of the projects).
6.5       Facilitate report backs and evaluate the outcomes to ensure that projects add value to SANBS.

KPA 7
Customer Relations Management
7.1       Manage the quarterly Zone Donor Committees meetings.
7.2       Compile minutes of meetings and distribute to members and the Company Secretary.
7.3       Prepare presentations on the zone’s donor activities for Zone Committee and National Council meetings.
7.4       Communicate to the Zone Donor Committee members’ information pertaining to the National Donor Council Meetings and the election of members to the SANBS Board.

Minimum requirements


Education
·     SANC Registered Nurse or HPCSA Registered Medical Technologist or Marketing degree or relevant degree
·     Code EB or B Drivers’ license (Manual)

Experience and knowledge requirements
·     5 Years Senior Supervisory or Management experience
·     5 Years Blood Transfusion experience
·     Experience in donor services would be an advantage

Other (knowledge and skills), e.g. under-standing of relevant legislation; knowledge of relevant company procedures
